The Bank of Russia has introduced a temporary administration in OOO SG ASKO, one of the oldest and largest insurance companies in Tatarstan. The order was signed on December 21, but published the day before. The reason, as stated in the message of the Central Bank, "improper implementation of the plan to restore solvency." Sergey Chekulaev, an employee of the insurance market department of the Central Bank of the Russian Federation, who arrived from Moscow, was appointed head of the provisional administration. Already at 9 a.m. the day before, the company's offices were closed, and confused customers and even employees were turned away with the words that work would resume no sooner than in 45 days.

According to the company's financial statements, as of the end of September 2017, ASKO had 492,000 active insurance contracts, including 255,000 customers who bought OSAGO policies. In total, during this period, the company settled 16.8 thousand insured events. It is not known what to do with payments now - the license has not yet been revoked, so technically the policies continue to operate. That's just getting something in ASKO is still problematic. Workers are also at risk. As of the end of the first half of 2017, their actual number was 508 people - one might say, an average plant.

Established in Soviet times in Naberezhnye Chelny on the basis of the Avtoservis JV, in 1990 the company secured the ASKO brand, then added various prefixes to it several times and finally established itself as ASKO SG in 2003. By 2010, ASCO already had 15 branches in Russia, having finally transformed into a federal insurer, took 58th position in the Russian rating and 10% in the Tatarstan market. Rapid growth went to the field of auto insurance with OSAGO policies - the direction has become the main source of income for the company. In addition, the company could always count on corporate clients from the business structures of Ilshat Fardiyev and his partner, the chairman of the board of Akibank, Ildar Galyautdinov.

They owned ASCO until the last moment - PJSC Akibank (17.9%), Chelny-Broiler LLC (15.23%), Kamsky Bekon LLC (11.81%), Zhilenergoservis LLC ( 7.47%), Svyazinvest (5.84%) and OAO Land Corporation Energia (3.49%), as well as personally Fardiev (7.77%), Galyautdinov (12.3%), shareholder of Akibank Vasima Ashrapova (6.1%), co-owner of Kama Bacon Alexander Klevtsov (3.49%), ex-economist of Tatenergo Gulsina Minnekhanova (7.77%). ASKO, in turn, is a member of the founders of Akibank and Svyazinvest.

However, at the end of November, oddities began: a group with a 28-year history suddenly changed ownership. The deal for the sale of the insurance group, judging by the data of "Contour.Focus", was concluded on November 25. During the registration process, the former owners remained the pledge holders of the shares (up to and including December 18). 99.9% of the shares were transferred to the Moscow City Asset Management Management Company LLC. Less than 0.1% went to Natalya Komarova, the owner of Lavier LLC, a capital company specializing in jurisprudence.

Even earlier, the subsidiary ASKO-Life (one of the top 5 life insurers in the Republic of Tatarstan) went down the slippery slope. Back in March, the company announced that by the end of the year the portfolio of life insurance against accidents and illnesses would be transferred to Chulpan-Life, and ASKO-Life itself would renounce licenses and insurance activities in principle. The deal was closed in June. To date, the participants of the company are Invest S LLC (99.04%) and Alexander Kuznetsov (0.96%). The capital of OOO Invest S, in turn, is held by the Moscow JSC PromSvyazKapital and its main owner Dmitry Ananiev (90%). Literally last Friday, it became known that Ananiev left Russia against the backdrop of the introduction of an interim administration at Promsvyazbank.

OSAGO FAILED?

What did the ASKO company burn out on, the authorized capital of which as of October 1 was quite a respectable 645 million rubles? The answer is in the structure of the insurance portfolio. At the end of 2016, the most significant share was occupied by auto insurance (61.53%, of which OSAGO - 56.3%, Casco - 5.23%). The unprofitability of OSAGO for insurance companies has not been a secret for a long time - the insurers themselves are shouting about this at every corner. Even the introduction in the current year of the priority of in-kind compensation did not help much.

Last year, according to the banki.ru portal, ASCO received a net loss of 158 million rubles (collection of premiums - 2.8 billion rubles, payments - 1.8 billion, the rest was "eaten" by operating expenses). For 9 months, the total balance of fees and payments from ASCO fell by half - to 454 million rubles. Specifically, the OSAGO balance dipped by 41% to 276 million rubles. It is noteworthy that in Tatarstan the difference between bonuses and payments amounted to a meager 10 million rubles, that is, in fact, this business was deeply unprofitable.

All this time, the company was rapidly curtailing business in most areas. The volume of collected premiums for the three quarters of this year decreased by 0.53 billion rubles, or nearly a quarter, to 1.7 billion rubles. At the same time, in its main segment - OSAGO - the company reduced the amount of fees by 11% to 1.11 billion rubles.

MOSCOW LAWYERS AND THE DAGESTAN TRAIL

Who are they, the daredevils who bought ASKO from Fardiev and Co.? Through the chain of major shares in LLC "MC City Asset Management" - LLC "REK-Avto" - LLC "REK", the ultimate beneficiary is the owner of the Moscow law office "REK" Gusein Musaev. Indirectly, he received 80% of ASKO SG, another 20% nominally settled with Alexei Sukhov, co-owner of the REK-Auto link. This is the official picture, but the sources of BUSINESS Online claim that in fact the Tatarstan insurer fell into the hands of a very well-known person in this market - Mikhail Grishin, with whom Musaev acts either jointly or in his interests.

A certain oddity in the purchase of such a large insurance business by an entrepreneur from Dagestan is indeed evident. With the exception of the Moscow legal office and its "daughters", Musaev's affairs are concentrated in his homeland and are connected with agriculture. Here he is one of the founders of TSN "Cooperator", breeding fruit and berry crops. Here, Musaev was engaged in the liquidation of Tarumovsky Raykoopzagotpromtorg LLC from the structure of the Dagestan consumer union, as well as the dairy farm of Kizlyarsky Koopzagotpromtorg LLC. In Moscow, the operational management of the business is carried out by his son Gadzhimurat Musaev, the general director of the REK.

Musaev Jr. two years ago acted as a representative of the Fin-Polis broker, which took over the settlement of issues with clients of the Kaliningrad insurance company Invest-Alliance. In August 2015, it stopped fulfilling its obligations on hull insurance payments, in October Fin-Polis and Musaev became the negotiator with deceived clients, and Invest-Alliance itself passed to a new owner - the same Grishin, whom BUSINESS Online sources today call the new hidden owner of ASKO.

According to the reviews of Invest-Alliance clients at specialized forums, Fin-Polis and personally Musaev Jr. purposefully “leaked” the insurers: it was impossible to contact them, and a month later, in November, the broker closed its office. Meanwhile, the new owner Grishin, on behalf of Invest-Alliance, continued to insure the liability of tour operators and microfinance organizations. A few months later, in April 2016, the license of IC Invest-Alliance was revoked, and in July the company was declared bankrupt. Bankruptcy proceedings continue today, but, judging by customer reviews, there is nothing to sell: even the furniture in the office of Grishin's company was rented.

The connection between the Musaevs and Grishin can be traced no less clearly through asset ownership schemes. According to the Kontur.Fokus system, historically, Fin-Polis LLC acted as a co-founder of Moskovia-Invest LLC, together with Headup LLC, one of the few companies in whose owners Grishin personally appeared with a half share. Moreover, Moskovia-Invest, in turn, is the main owner of the Moskovia insurance company, which is considered another “victim” of Grishin. Since October of this year, a bankruptcy trustee has been working in IC "Moskovia".

LINE OF BANKRUTS

The role of the "gravedigger" of the faltering insurance companies is assigned to Grishin and the clients of several other insurance companies that have left the market as bankrupts. Grishin diligently avoided open personal involvement in businesses throughout his entire insurance career.

Podolsky IC "Podmoskovye" had its license revoked in July 2017, bankruptcy proceedings will last until September 5, 2018 - in it Grishin was at least a member of the board of directors, representing the company at industry conferences in this capacity. In mid-December, the Deposit Insurance Agency announced a shortage of 1 billion rubles, identified by the results of the inventory of the property of the Moscow Region.

IC Vostok-Alliance lost its license in August 2015, a year earlier the company collected 256.4 million rubles and paid nothing. The names of Grishin and his constant companion Denis Buryakov, as owners, surfaced already against the background of the problems of the UK.

A retrospective of Grishin's career takes us into the first decade of the century. In 2010, the federal press spoke in detail about the situation with IC "Granit" and the broker "F-Policy", whose debts to market participants were estimated at almost 1.5 billion rubles. The bankruptcy of Granit for the first time brought Grishin's surname to the public plane - he was the president and chairman of the board of directors of this insurer, which in 2010 became the record holder for OSAGO debt. In particular, Ingosstrakh had claims against Grishin - for 54 million rubles, Rosgosstrakh, VTB Insurance, Rosstrakh, and the Russian Union of Motor Insurers was forced to return 1.2 billion rubles to Granit customers. It is difficult to say whether the creditors managed to return something, but as soon as the bankruptcy procedure was introduced in Granite, Buryakova's F-Polis claimed claims for 113 million rubles, claiming with such an application for the first line in the register of creditors. Prior to F-Polis, Buryakov headed the St. Petersburg office of Granite.

F-Policy then existed for about a year, later its place was taken by the F-Policy Insurance company of another Grishinsky permanent partner, Ilya Anosov. The co-founder of F-Policy Insurance was SK Continental, which also lost its license in 2010. The founders of "Continental" were the same persons that established "Granit" in their time. They were also present among the shareholders of IC National Quality, which left the market with debts of 31 million rubles after Granit and Continental.

To the extensive list of insurance companies that went bankrupt, it seems, not without the help of Grishin and his team, one can also add the General Insurance Alliance, which lost its license in 2010 - Grishin was one of its main shareholders.

"AFTER THEM ARE THOUSANDS OF ABANDONED CLIENTS"

In November, ASKO in Chelny was headed by Aleksey Kurlovich as a general director, who was engaged in property insurance in the St. Petersburg Gazreserve, which was liquidated two years ago, and also has his own brokerage company Insurance and Reinsurance Broker Atlant in St. Petersburg. Last week, in response to a request from BUSINESS Online about the amount and reasons for the sale of ASKO, Kurlovich replied that he did not mind talking, but only after the New Year holidays, since the deal was not finally closed. Yesterday, the Chelny office did not answer calls.

The phones of Grishin and Musaev Jr. last week were also silent, but BUSINESS Online experts confirm Grishin's involvement in the deal and look to the future with concern: insurers point out the possibility of global damage to the image of the entire industry in Tatarstan from the transformations in ASKO. Thus, Rustem Sabirov, vice-president of the Union of Insurers of Tatarstan and director of Polisserviceconsulting LLC, compares the prospects of ASKO in the market with the banking crisis caused by the bankruptcy of Tatfondbank. Note that Sabirov commented on the problem even before the announcement of the Central Bank, anticipating the obvious development of events.

“Naturally, I do not have supporting documents, but I have information that is circulating in the insurance market, and the name of Mikhail Grishin is now mentioned precisely in connection with the purchase of ASKO. Unfortunately, - Sabirov emphasized. - Grishin is a really famous person - his team buys up companies, guts them, builds a pyramid - and within a few months the companies cease to exist. Unfortunately, such things are possible today, they, apparently, are not prosecuted by law. Judging by the fact that these people continue to do the same, no one cares that thousands of abandoned customers remain after them. One, two, three times have passed - it brings money, people live by this: they buy a company, pull out everything they can from it, throw the bones into the street.

According to Sabirov, there is no information on the market about the price of the transaction, but one can guess about its reasons. “ASKO had problems with liquidity, with reporting, with its own funds,” says the vice-president of the industry union. - It was necessary to correct all this, but the path chosen was different - to throw off the company from itself. Employees are now leaving ASKO in batches, new directors have been appointed both in Chelny and in the Kazan branch. The market is buzzing. ASKO's withdrawal from the market is very, very possible, and it can be compared with the withdrawal of Tatfondbank. People, of course, will not lose that kind of money, but they will not be able to receive compensation for a burned-out house, for a broken car. Everything is heading towards this. ASKO occupied a leading position in the market of Tatarstan, it is one of the largest local companies. I would like to draw the attention of both law enforcement agencies and the leadership of the republic to this fact, because the insurance community is also worried. After all, after the collapse of the TFB and other banks began to leave the market. I don’t think that the same domino principle can work in insurance, but the information background for all other market participants will definitely deteriorate, and very strongly.”

The head of one of the strongest insurers in the Republic of Tatarstan, who wished to remain anonymous, said that he did not know the names of the ultimate beneficiaries of ASKO, but the prerequisites for the sale of the company had been observed for a long time. “ASKO's portfolios are not very balanced,” our interlocutor noted. - Unprofitable under OSAGO, under other types of insurance. Affiliated structures, non-core assets after the banking crisis, many began to quickly dump, including the energy complex. It is better to sell faster and have real money on hand than headaches with these companies. This process is going on all over Russia, not only in Tatarstan.”

If everything is more or less clear in the situation with the sale of ASKO SG, then yesterday the Central Bank partly answered the question voiced by Sabirov: a group of people bankrupt companies, leaving their clients with nothing - is there really no justice for them? As Alexander Itselev, deputy head of the insurance regulation department of the Ministry of Finance of the Russian Federation, explained to BUSINESS Online, the Central Bank is responsible for the cleanliness of the insurance market, there are certain measures to influence owners with a not very brilliant reputation. Strengthening the relevant measures, according to Itselev, is now in the project, but for now it remains only to hope that the Central Bank managed to intercept the financial flows of the group on time and the losses of ASCO insurers will remain minimal.

It should be noted that a similar story - albeit with a happy ending - played out at the end of August with the largest IC "NASKO" in Tatarstan, which suffered from the collapse of the TFB. The beneficiary of the company - State Duma deputy of the 6th and 7th convocations Rinat Khairov - managed to sell it to the Moscow Opora Insurance Company JSC. At the same time, according to BUSINESS Online sources, this was done literally a few days before the expected revocation of the license. The owners of ASKO also sold the business, but it seems that the buyers did not inspire the regulator's confidence.

Such a person was a urologist, Professor Mikhail Alexandrovich Grishin - a scientist, practitioner, organizer, PERSONALITY!
Those who had the opportunity to communicate with him through joint work remember him as an unusually subtle intellectual. Correct, self-possessed, gentle in communication, he could always find words of consolation for the afflicted, and convictions for the doubters, and hope for the desperate. His authority was so high that only one word of Professor M.A. Grishin, as they say, raised seriously ill patients from a hospital bed, causing a desire to fight with all their might for life. Together with him - wise and attentive, highly professional and skillful.
November 16, 2008 marked the 102nd anniversary of the birth of Mikhail Aleksandrovich Grishin. He was born into a peasant family, in the village of Leshchinskaya Plata, Timsky district, Kursk province. From August 1919 to June 30, 1923, he attended a full course of all subjects at the First Timsky Soviet School of the 2nd stage, in the third and fourth groups he was in the physics and mathematics department. In 1925 he entered and in 1930 graduated from the medical faculty of Voronezh State University. After that, he first served as an intern in the military infirmary of the 84th rifle division, then for 9 years he worked as a surgeon in the Kursk region.
In 1939, as an intern of the surgical platoon of the medical battalion of the 55th rifle division, M.A. Grishin participated in the liberation of Western Ukraine. In 1940 he was drafted into the army as the head of the surgical department, in the active army from June 23, 1941, went from the intern of the surgical platoon to the head of the surgical department and the leading surgeon on the Southwestern, Central and 1st Belorussian fronts, graduated from service in April 1947 in rank of major of the medical service in Berlin-Buch in the group of Soviet troops in Germany. During the Kharkov encirclement from July 1942 to February 1943 Grishin M.A. was in German captivity, worked in a hospital for prisoners of war, was released by parts of the Soviet Army.
After demobilization, M.A. Grishin was sent to Donbass, in June 1947 he became the head of the urological department of the Voroshilovgrad Regional Hospital. By the way, the first scientific work of the major of the medical service M.A. Grishin was published in 1944, completely unique at that time and was called: “On the timing of surgical intervention for penetrating craniocerebral wounds”, on 18 pages, with drawings and tables (in currently preserved in the cathedral archive by Professor V.R. Pepenin).
As you can see, Mikhail Alexandrovich, before he became known as a urologist, went through the difficult path of a military physician, who had to work hard in an operating room at the front, in a hospital for prisoners of war. Such a school of life formed in him those personal qualities that marked him among military surgeons as an outstanding personality, capable of taking responsibility for people's lives from the standpoint of a humanist. Therefore, probably, it was he who was the person and specialist with a capital letter, who led the process of organizing the urological service in the Lugansk region, which today is one of the most highly organized and qualified in Ukraine.
So, since 1958, M.A. Grishin began working at the Department of Faculty Surgery of the Voroshilovgrad Medical Institute. On February 17, 1959, he defended his thesis for the degree of candidate of medical sciences at the Kharkov Medical Institute on injuries of the urethra (a very relevant topic for our mining region). On February 15, 1961, he was approved as an associate professor at the Department of Urology at the Voroshilovgrad Medical Institute.
That is, a department of urology appeared in the Lugansk region, and this was the beginning of a scientific and practical service that put concrete specialized assistance to needy patients at the head of its activities. And, the need for such assistance was very high. The fact is that our region is endemic, highly dangerous in terms of the incidence of urolithiasis, which required and still requires special methods of diagnosis and treatment, including surgical ones. But, and that's not all. There are many such people among the population who have one single kidney, either of a congenital nature, or as a result of injuries, tumors, followed by an operation to remove the kidney. And, such a contingent requires special knowledge and very specific methods of treatment, including surgery. This category of patients attracted special attention of both M.A. Grishin and, subsequently, his now famous student, professor V.R. Pepenin. Therefore, so much has been done by them in the direction of the development of medical science and practice.
On March 27, 1970, the Higher Attestation Category (HAC) of the USSR awarded M.A. Grishin the degree of Doctor of Medical Sciences. And on November 17, 1972, by the decision of the Higher Attestation Commission of the USSR, he was approved in the academic rank of professor in the Department of Faculty Surgery (course of urology). The medical science of Ukraine, represented by M.A. Grishin, acquired an unusually high specialist in the field of urology, which had the most positive impact on the further development of science and practice both in the Lugansk region and throughout the country. His name appeared on high scientific quorums in various sections of urology and nephrology, his practical experience in surgical intervention for diseases of a single kidney became fundamental in world practice.
An extremely important merit of Professor M.A. Grishin was that he created a scientific urological school, which was later headed by his student, Professor V.R. Pepenin. It must be said that the business, which M.A. Grishin served all his life, was given, as they say, into reliable hands. Professor M.A. Grishin, being a highly qualified specialist, was also an intelligent psychologist of human souls. Among the many practical and scientific workers, he gave preference to those few who later became the pride of domestic science - except for the already named professor V.R. Pepenin, he was the supervisor of the doctoral dissertation of the famous professor G.A. memories of him by Professor V.R. Pepenin: “An intelligent person who never raised his voice, soft and correct, enjoyed unquestioned authority. He always reasoned only logically, he was a brilliant surgeon, by nature, in general, he was complex, he didn’t always let people close to him, so to speak, he “filtered.” But if he singled out someone, then forever! When the state of health did not allow him to stand at the operating table, he came to the operating room and closely observed the surgeons-operators, made comments, but, very tactfully, without prejudice to the dignity and abilities of the urologist.
In the life of a large number of people, according to V.R. Pepenin, he meant a lot - he taught to be a doctor and a person. Intensive clinical work of Professor M.A. Grishin in the field of urology and andrology, allowed him to educate a regional school of uroandrologists in science represented by candidates of medical sciences A.A. Biryukov, A.I. Gaponenko, in practical healthcare - V.S. Tkhorenko, M.L. Stratovich (graduate of the Lugansk Medical Institute in 1968) and others.

The Bank of Russia has introduced a temporary administration in OOO SG ASKO, one of the oldest and largest insurance companies in Tatarstan. The order was signed on December 21, but published the day before. The reason, as stated in the message of the Central Bank, "improper implementation of the plan to restore solvency." Sergey Chekulaev, an employee of the insurance market department of the Central Bank of the Russian Federation, who arrived from Moscow, was appointed head of the provisional administration. According to the company's financial statements, as of the end of September 2017, ASKO had 492,000 active insurance contracts, including 255,000 customers who bought OSAGO policies. It is not known what to do with payments now - the license has not yet been revoked, so technically the policies continue to operate. That's just getting something in ASKO is still problematic. Established in Soviet times in Naberezhnye Chelny on the basis of the Avtoservis JV, in 1990 the company secured the ASKO brand, then added various prefixes to it several times and finally established itself as ASKO SG in 2003. By 2010, ASCO already had 15 branches in Russia, having finally transformed into a federal insurer, took 58th position in the Russian rating and 10% in the Tatarstan market. Rapid growth went to the field of auto insurance with OSAGO policies - the direction has become the main source of income for the company. In addition, the company could always count on corporate clients from the business structures of Ilshat Fardiev and his partner, the chairman of the board of Akibank, Ildar Galyautdinov.

They owned ASCO until the last moment - PJSC Akibank (17.9%), Chelny-Broiler LLC (15.23%), Kamsky Bekon LLC (11.81%), Zhilenergoservis LLC ( 7.47%), Svyazinvest (5.84%) and OAO Land Corporation Energia (3.49%), as well as personally Fardiev (7.77%), Galyautdinov (12.3%), shareholder of Akibank Vasima Ashrapova (6.1%), co-owner of Kama Bacon Alexander Klevtsov (3.49%), ex-economist of Tatenergo Gulsina Minnekhanova (7.77%). However, at the end of November, oddities began: a group with a 28-year history suddenly changed ownership. The deal for the sale of the insurance group, judging by the data of "Contour.Focus", was concluded on November 25. During the registration process, the former owners remained the pledge holders of the shares (up to and including December 18). 99.9% of the shares were transferred to the Moscow City Asset Management Management Company LLC. Less than 0.1% went to Natalya Komarova, the owner of Lavier LLC, a capital company specializing in jurisprudence.

Even earlier, the subsidiary ASKO-Life (one of the top 5 life insurers in the Republic of Tatarstan) went down the slippery slope. Back in March, the company announced that by the end of the year the portfolio of life insurance against accidents and illnesses would be transferred to Chulpan-Life, and ASKO-Life itself would renounce licenses and insurance activities in principle. The deal was closed in June. To date, the participants of the company are Invest S LLC (99.04%) and Alexander Kuznetsov (0.96%). The capital of OOO Invest S, in turn, is held by the Moscow JSC PromSvyazKapital and its main owner Dmitry Ananiev (90%). Literally last Friday, it became known that Ananiev left Russia against the backdrop of the introduction of an interim administration at Promsvyazbank.

OSAGO FAILED?

What did the ASKO company burn out on, the authorized capital of which as of October 1 was quite a respectable 645 million rubles? The answer lies in the structure of the insurance portfolio. At the end of 2016, the most significant share was occupied by auto insurance (61.53%, of which OSAGO - 56.3%, Casco - 5.23%). The unprofitability of OSAGO for insurance companies has not been a secret for a long time - the insurers themselves are shouting about it at every corner. Even the introduction in the current year of the priority of in-kind compensation did not help much.

According to the results of last year, according to the banki.ru portal, ASCO received a net loss of 158 million rubles (collection of premiums - 2.8 billion rubles, payments - 1.8 billion, the rest was "eaten" by operating expenses). For 9 months, the total balance of fees and payments from ASKO fell by half - to 454 million rubles. Specifically, the OSAGO balance dipped by 41% to 276 million rubles. It is noteworthy that in Tatarstan the difference between bonuses and payments amounted to a meager 10 million rubles, that is, in fact, this business was deeply unprofitable.

All this time, the company was rapidly curtailing business in most areas. The volume of collected premiums for the three quarters of this year decreased by 0.53 billion rubles, or nearly a quarter, to 1.7 billion rubles. At the same time, in its main segment, OSAGO, the company reduced the amount of fees by 11% to 1.11 billion rubles.

MOSCOW LAWYERS AND THE DAGESTAN TRAIL

Who are they, the daredevils who bought ASKO from Fardiev and Co.? Through the chain of major shares in LLC MC City Asset Management - LLC REK-Avto - LLC REK, the ultimate beneficiary is the owner of the Moscow law office "REK" Gusein Musaev. Indirectly, he received 80% of ASKO SG, another 20% nominally settled with Alexei Sukhov, co-owner of the REK-Auto link. This is the official picture, but the sources of BUSINESS Online claim that in fact the Tatarstan insurer fell into the hands of a very well-known person in this market - Mikhail Grishin, with whom Musaev acts either jointly or in his interests.

A certain oddity in the purchase of such a large insurance business by an entrepreneur from Dagestan is indeed evident. With the exception of the Moscow legal office and its "daughters", Musaev's affairs are concentrated in his homeland and are connected with agriculture. Here he is one of the founders of TSN "Cooperator", breeding fruit and berry crops. Here, Musaev was engaged in the liquidation of Tarumovsky Raykoopzagotpromtorg LLC from the structure of the Dagestan consumer union, as well as the dairy farm of Kizlyarsky Koopzagotpromtorg LLC. In Moscow, the operational management of the business is carried out by his son Gadzhimurat Musaev, the general director of the REK.

Musaev Jr. two years ago acted as a representative of the Fin-Polis broker, which took over the settlement of issues with clients of the Kaliningrad insurance company Invest-Alliance. In August 2015, it stopped fulfilling its obligations on hull insurance payments, in October Fin-Polis and Musaev became the negotiator with deceived clients, and Invest-Alliance itself passed to a new owner - the same Grishin, whom BUSINESS Online sources today call the new hidden owner of ASKO.

According to the reviews of Invest-Alliance clients at specialized forums, Fin-Polis and personally Musaev Jr. purposefully “leaked” the insurers: it was impossible to contact them, and a month later, in November, the broker closed its office. Meanwhile, the new owner Grishin, on behalf of Invest-Alliance, continued to insure the liability of tour operators and microfinance organizations. A few months later, in April 2016, the license of IC Invest-Alliance was revoked, and in July the company was declared bankrupt. Bankruptcy proceedings continue today, but, judging by customer reviews, there is nothing to sell: even the furniture in the office of Grishin's company was rented.

The connection between the Musaevs and Grishin can be traced no less clearly through asset ownership schemes. According to the Kontur.Fokus system, historically, Fin-Polis LLC acted as a co-founder of Moskovia-Invest LLC, together with Headup LLC, one of the few companies in whose owners Grishin personally appeared with a half share. Moreover, Moskovia-Invest, in turn, is the main owner of the Moskovia insurance company, which is considered another “victim” of Grishin. LINE OF BANKRUTS

The role of the "gravedigger" of the faltering insurance companies is assigned to Grishin and the clients of several other insurance companies that have left the market as bankrupts. Grishin diligently avoided open personal involvement in businesses throughout his entire insurance career.

Podolsky IC Podmoskovye had its license revoked in July 2017, and bankruptcy proceedings will last until September 5, 2018 - in it Grishin was at least a member of the board of directors, in this capacity representing the company at industry conferences. In mid-December, the Deposit Insurance Agency announced a shortage of 1 billion rubles, identified by the results of the inventory of the property of the Moscow Region.

IC Vostok-Alliance lost its license in August 2015, a year earlier the company collected 256.4 million rubles and paid nothing. The names of Grishin and his constant companion Denis Buryakov, as owners, surfaced already against the background of the problems of the UK.

A retrospective of Grishin's career takes us into the first decade of the century. In 2010, the federal press spoke in detail about the situation with IC "Granit" and the broker "F-Policy", whose debts to market participants were estimated at almost 1.5 billion rubles. The bankruptcy of Granit for the first time brought Grishin's surname to the public plane - he was the president and chairman of the board of directors of this insurer, which in 2010 became the record holder for OSAGO debt. Claims against Grishin were, in particular, from Ingosstrakh - for 54 million rubles, from Rosgosstrakh, VTB Insurance, Rosstrakh, and the Russian Union of Motor Insurers was forced to return 1.2 billion rubles to Granit customers. It is difficult to say whether the creditors managed to return something, but as soon as the bankruptcy procedure was introduced in Granite, Buryakova's F-Polis claimed claims for 113 million rubles, claiming with such an application for the first line in the register of creditors. Prior to F-Polis, Buryakov headed the St. Petersburg office of Granite.

F-Policy then existed for about a year, later its place was taken by the F-Policy Insurance company of another Grishinsky permanent partner, Ilya Anosov. The co-founder of F-Policy Insurance was SK Continental, which also lost its license in 2010. The founders of "Continental" were the same persons that established "Granit" in their time. They were also present among the shareholders of IC National Quality, which left the market with debts of 31 million rubles after Granit and Continental.

To the extensive list of insurance companies that went bankrupt, it seems, not without the help of Grishin and his team, one can also add the General Insurance Alliance, which lost its license in 2010 - Grishin was one of its main shareholders.

In November, ASKO in Chelny was headed by Aleksey Kurlovich as a general director, who was engaged in property insurance in the St. Petersburg Gazreserve, which was liquidated two years ago, and also has his own brokerage company Insurance and Reinsurance Broker Atlant in St. Petersburg. According to Sabirov, there is no information on the market about the price of the transaction, but one can guess about its reasons. “ASKO had problems with liquidity, with reporting, with its own funds,” says the vice president of the industry union. - It was necessary to correct all this, but the path chosen was different - to throw the company off itself. Employees are now leaving ASKO in batches, new directors have been appointed both in Chelny and in the Kazan branch. The market is buzzing. ASKO's withdrawal from the market is very, very possible, and it can be compared with the withdrawal of Tatfondbank. People, of course, will not lose that kind of money, but they will not be able to receive compensation for a burned-out house, for a broken car. Everything is heading towards this. ASKO occupied a leading position in the market of Tatarstan, it is one of the largest local companies. I would like to draw the attention of both law enforcement agencies and the leadership of the republic to this fact, because the insurance community is also worried. After all, after the collapse of the TFB and other banks began to leave the market. I don’t think that the same domino principle can work in insurance, but the information background for all other market participants will definitely deteriorate, and very strongly.”

The head of one of the strongest insurers in the Republic of Tatarstan, who wished to remain anonymous, said that he did not know the names of the ultimate beneficiaries of ASKO, but the prerequisites for the sale of the company had been observed for a long time. “ASKO's portfolios are not very balanced,” our interlocutor noted. — Unprofitable under OSAGO, under other types of insurance. If everything is more or less clear in the situation with the sale of SG ASKO, then yesterday the Central Bank partly answered the question voiced by Sabirov: a group of people bankrupt companies, leaving their clients with nothing - is there really no justice for them? As Alexander Itselev, deputy head of the insurance regulation department of the Ministry of Finance of the Russian Federation, explained to BUSINESS Online, the Central Bank is responsible for the cleanliness of the insurance market, there are certain measures to influence owners with a not very brilliant reputation. Strengthening the relevant measures, according to Itselev, is now in the project, but for now it remains only to hope that the Central Bank managed to intercept the financial flows of the group on time and the losses of ASCO insurers will remain minimal.

It should be noted that a similar story - albeit with a happy ending - played out at the end of August with the largest IC NASKO in Tatarstan, which suffered from the collapse of the TFB. The beneficiary of the company, a State Duma deputy of the 6th and 7th convocations, Rinat Khairov, managed to sell it to the Moscow Opora Insurance Company JSC. At the same time, according to BUSINESS Online sources, this was done literally a few days before the expected revocation of the license. The owners of ASKO also sold the business, but it seems that the buyers did not inspire the regulator's confidence.

The reform of domestic auto insurance has been completed. It was expected that she would insure the OSAGO system against losses caused by fraudulent schemes, but in the end everything turned into an increase in tariffs. A natural question arises: are those who initiated it interested in the implementation of the initially announced tasks? Or is the leadership of the Russian Union of Motor Insurers, together with manual insurers and law enforcement officers, creating a base for their own enrichment?

Passion for payouts

The volume of payments from the compensation fund of the PCA in 2018 was a record since 2004, that is, for the entire period of the law on compulsory auto insurance, and amounted to 9.5 billion rubles. As a result, PCA, which does not conduct independent insurance activities in the market, has become one of the largest payers in the auto insurance market, ranking 6th in terms of payments made in 2018. And this despite the fact that payments from the PCA guarantee funds are made only for bankrupt insurers. It is noteworthy that for the second year in a row, companies that are associated with have become leaders in the rating in terms of the largest volumes of payments from the PCA compensation fund. In 2017, JSC IC Podmoskovye was one of the leaders in the rating, in 2018 - IC Moskovia, and there were more than 4 billion rubles.
