“A city for 80,000 inhabitants is being built in Kudrovo, in fact, 40,000 already live,” Evgeny Domrachev, chief architect of the Leningrad Region, outlined the scale of the problem.

The developer of the draft PPT, Studio-38, complains about the lack of space for the transfer hub: it will have to be “fitted” into the 1.8 hectares occupied by the garage cooperative. 50 hectares around the site have already been developed by housing developers. The approved planning project should serve as the basis for the purchase of land from the owners of garages.

So far, the PPT sketch has been sent for revision. Members of the City Council did not see in it "relationship with the objects of the city road network, railway».

The project for planning the territory under the TPU "Kudrovo" was approved by the City Council held today. However, approved conditionally, only to reserve the land for future construction. It is impossible to design roads on it. Namely, this is the task of the regional authorities, since the governor of St. Petersburg Georgy Poltavchenko last week confirmed the city’s intention to reach the Kudrovo metro line no later than 2025.

The city seems to be ready to meet the needs of the Leningrad region in projects public transport, such as metro or tram, just not to expand Kudrovsky proezd and Dybenko street for the flow of cars from Kudrovo.

But in order to make a coherent PPT, in the Leningrad region, according to Vice-Governor Mikhail Moskvin, they must know exactly where the ground station lobby will be located. In the meantime, the Committee for Architecture and Urban Planning of the Leningrad Region has only a letter from the Lenmetrogiprotrans Institute, which indicates the most suitable site from the point of view of the designer.

The second problem is the lack specifications to connect Tsentralnaya Street to Murmansk Highway (federal highway P-21 "Kola"). The first request to Rosavtodor was rejected on formal grounds.

In addition, the project for planning the territory for the TPU contradicts the PPT developed last year by IKEA Centers Russia for a new exit to the Murmansk highway. IKEA needs a normal entrance to the MEGA Dybenko shopping center, so the company is ready to invest about 700 million rubles in the interchange. But still, it is logical to connect the shopping and entertainment center to the Kudrovo street and road network, and not vice versa. That is, the transport needs of the residents of the village, and not business, should come to the fore. However, the authorities hope to combine both PPTs by calculating and planning traffic flows for the entire territory up to the Ring Road.

Recall that the Kudrovo interchange hub, in addition to the metro station to the west of the MEGA Dybenko shopping and entertainment center, suggests the appearance of a railway platform south of Kudrovsky passage, a parking lot for minibuses, a bus station, and an intercepting parking lot. It is expected that by 2030 about 75,000 passengers will pass through the TPU daily, and 147,000 people will use the metro station to enter and exit.

In total, by 2021, it is planned to invest over 7 billion rubles of investors' money in the implementation of this large-scale project.

According to Mr. Shcherbin, practically the only free plot of land in the microdistrict is allocated for the TPU. The design area is 52 hectares. The node itself will occupy 8 hectares, that is, 3 allotments.

According to Konstantin Shcherbin, several garage cooperatives are now located on this territory at once. However, all the land under them is in state ownership, so the authorities can withdraw it at any time. Mikhail Moskvin, deputy chairman of the government of the 47th region, found it difficult to clarify the status of the lands, as well as the prospects for providing citizens with compensation at the state expense. At the same time, the official said that there are a huge number of comments on the TPU project already at the first stage. Including from the committee of natural resources of the Leningrad region, from environmental supervision, the Ministry of Emergency Situations and power engineers, as well as the transport department.

The fact is that the designers proposed to place the node itself on a site bounded by the Kola highway from the south, the Mega-Dybenko hypermarket from the east and the railway on the border with St. Petersburg in the west. As Mr. Moskvin explained, with such an arrangement of the facility, it remains unclear how 80% of Kudrovo residents will be able to use the transfer hub without reaching it by private vehicle. As it turned out from the explanations of the designers, for this, "horseless" citizens will have to cross Tsentralnaya Street, along which up to 70% of auto traffic from Kudrovo is already moving.

The second claim turned out to be more significant. As Evgeny Domrachev, head of the Committee for Architecture and Urban Planning, noted, the project does not provide for a clear division into stages, terms of implementation and areas. “We know that the subway will come to Kudrovo. To do this, a tunnel has already been passed from the Dybenko metro station, but no one knows exactly when this will happen. How are we going to present such a project to an investor? It must be remembered that only the subway requires at least 2-3 hectares to be reserved for their needs. In addition, there are still no clear plans from OZhD,” the official stressed. As the first deputy added CEO ANO Mikhail Gromov, the other day, regular negotiations were held with OZhD, but the final decision on the location of the platforms in this zone has not yet been found.

Nevertheless, the project, which was considered by the City Council quite recently with victorious reports, was rejected and sent for revision. As the designers themselves said, under the contract, to coordinate all design solutions required by June 1, 2017.

By the way, garage cooperatives are now partly located on the territory of the future TPU. They have to be demolished, and before that, carefully deal with the legal status of each site.

At the end of the meeting Mikhail Moskvin confirmed that the construction of a subway in Kudrovo is being seriously considered.

"Evgeny Domrachev I am sure that the metro will be here, and we all support it. Moreover, an underground tunnel from the Ulitsa Dybenko station has already been dug. Sooner or later, the metro will appear, but I cannot specify the timing."

Thus, three "interesters" appear in Kudrov. But if the region is ready to look for investors for its two stations (local and intercity) even tomorrow, then it cannot be responsible for the plans of the subway and the railway. Therefore, according to the members of the city council, it is necessary to perform zoning of the territory and determine the stages of the creation of the transport hub. The members of the council were not satisfied with the too "tricky" access roads to the transport hub, proposed by the designers. And they did not even think about the comfort and accessibility of the transport hub for pedestrians.
