Receive compensation on deposits until 1991. Cash compensation on deposits of the Savings Bank of the USSR

The country's government has decided to allocate 5.5 billion rubles each from 2017 to 2019 to compensate Soviet-era depositors. Money on deposits recognized as “burned out” can still be returned according to the rules established by law. Let's find out how the last compensation on deposits is made in 2017-2019.

For whom the last deposit compensation can be carried out

The following applicants will be able to return the funds that were invested under the deposit programs at Sberbank:

  • Russian citizens who were Sberbank depositors and were born before 1991 (incl.);
  • heirs of the above persons.

Applications for compensation of deposits will not be satisfied in all of the following cases:

  • if the deposit was opened later than June 20, 1991 or immediately on that date;
  • if the deposit was closed between June 20, 1991 and December 31, 1991;
  • if the applicant has already received preliminary, additional and other compensation payments on his contribution.

How much is the last deposit compensation paid?

For deposits closed from June 20 to December 31, 1991, payments on the account balance increased by 2 and 3 times are not valid.

The amount of compensation for a deposit with Sberbank will be calculated by specialists on an individual basis, depending on a number of factors considered in the relevant law:

  1. Citizens of Russia whose date of birth falls before 1945 will be able to claim compensation in the amount of three deposits that they had on their savings books (the amount of the deposit is multiplied by three).
  2. If the depositor was born later than 1946, but not later than 1991, the amount of the deposit available on the Soviet passbook will be doubled.
  3. The amount of compensation may vary depending on when the deposit was closed, and whether it was closed at all - a different reduction factor is set for each year of closing:
    • 0,6 – for deposits closed in 1992;
    • 0,7 – for deposits active in 1992 and closed the following year;
    • 0,8 – for deposits valid for 1992-1993 and closed in 1994;
    • 0,9 - for deposits that existed for 1992-1994 and closed in 1995;
    • 1 - for deposits that have not been closed or are valid for 1992-2017.
  4. The heirs of a deceased depositor can apply to Sberbank for a funeral benefit if the depositor died between 2001 and 2014:
    • compensation will be paid in the amount of 6,000 rubles if the savings book of the deceased had at least 400 rubles;
    • The funeral allowance will be calculated as the balance on the passbook multiplied by 15 if the balance does not exceed 400 rubles.

If a person has not made any of the above payments, a subsequent payment is not expected:

  • burial allowance in the amount of 6,000 rubles;
  • additional compensation;
  • accruals on the balance of funds on the passbook, doubled or tripled;
  • advance compensation.

In what order is the last compensation on deposits paid?

Compensation for Soviet deposits is made exclusively in rubles. The amount of compensation can be redirected to another banking institution to the account of the depositor, if he has such a desire. Payments on Soviet deposits are made in the following order:

  1. The applicant prepares the required documents.
  2. Appeal to the banking institution in which the deposit was opened.
  3. Making a payment within 3 days (but not earlier than 14 days from the date when the insured event occurs).
  4. Issuance of a certificate stating that a certain amount of compensation was issued in cash or by transfer to an account in another bank or in a bank at the place of application.
  5. In 2017, applications are accepted from contributors born before 1945 and between 1946 and 1991.
  6. Until 2020, citizens whose deposits were opened from 1991 to 1992 in Sberbank and Rosgosstrakh can apply to banks.

Last compensation on deposits opened for a child

If parents opened a deposit for their child in the same period of time as mentioned above, they are also entitled to compensation. Such a deposit was opened for at least 10 years, and was paid to the child upon reaching 16 or 18 years. If these conditions are met and the citizen can prove it, compensation will be paid.

Common Mistakes

Compensation for Sberbank deposits until 1991 is still provided today. Who can apply for funds, where to apply, what documents are required to make payments? Everything is detailed in this article.

Cash compensation on Sberbank deposits: return procedure

In 1995, legislation was passed allowing citizens to be compensated for deposits made before the collapse of the USSR in 1991. The Sberbank of Russia was appointed as the authorized financial structure for the return of debts. A corresponding item of expenditure is planned in the state budget for 2017. The institution will consider applications from the population for another two years - until 2019. Annually, funds in the amount of 5,500 thousand rubles are allocated for these purposes. The last changes to the law on payments were made in 2009 based on the order of the Government of Russia No. 1092.

For all questions, you can ask a question by calling the support service of Sberbank of the Russian Federation or through the online application form.

Who will receive compensation for Soviet deposits: reasons

Categories of citizens who have the right to receive deposits with compensation are prescribed every year in the regulatory act on the formation of the budget for the next year. In 2017, these include persons who placed deposits with Sberbank of the USSR:

  • born in 1945 inclusive;
  • having account balances;
  • the period of placement of funds until 06/20/1991.

The amount is tripled, the face value of monetary units is taken into account. What matters is the period of placement of funds on the account, minus the amounts and commissions provided for their storage and provision of banking services. Citizens born between 1945 and 1991, who are entitled to deposits as heirs, receive compensation at a double rate.

Depositors who died from the beginning of 2001 to the present day are provided with compensation in the form of payment for funeral services at the expense of deposits placed in the Savings Bank of the USSR. The maximum amount is 6,000 rubles.

Heirs can receive any compensation for the contributions of testators born before 1991. Payments are made minus the previously provided funds, including those to cover expenses in connection with the organization of the funeral. Refunds are not made to those account holders with Sberbank of the USSR who closed deposits from June 20 to the end of 1991, as well as those who received compensation earlier.

According to the law of December 19, 2006, at the expense of funds transferred for storage to a state bank before the collapse of the USSR, it is possible to reimburse the cost of ritual services in the amount of 6,000 rubles if the account balance is at least 400 rubles. If the amount was left less, then the heirs or other persons organizing the funeral are provided with compensation in the amount of the balance on the deposit, increased by 15 times in terms of Russian currency.

Can not depositors and their heirs without Russian citizenship, as well as persons who are citizens of a foreign state or who do not belong to any country, qualify for payments. If a citizen lives in a foreign country, but retains Russian citizenship, he can apply to Sberbank of Russia to receive payments. The heirs provide in the original a certificate from a notary public on the receipt of property from the deceased person. No recurring payments. That is, if depositors applied for one time and they were given compensation, the bank is not authorized to provide funds again.

How to receive compensation on deposits of Sberbank of the USSR

It is not necessary to contact the branch that opened the account, as their network has undergone significant changes in recent decades. In Russia today there are 17 territorial divisions of the bank. The branch network includes about 19,000 offices. A small commission is charged for the transfer of the amount, which is convenient for recipients.

To receive money, you need to submit an application to any office of Sberbank of Russia and provide a savings book in the original, and if the depositor has already died - confirmation of the fact of death, which is marked with a note on the issuance of money. If the deposit was inherited by will, a notarized document is required.

When applying to a representative institution, it is necessary to provide a power of attorney certified by a medical institution where the depositor is under supervision, a notary public or an organization where the owner of the deposit works or studies. If the savings book was previously lost, then you need to write an application for its restoration. Information is stored in the database of Sberbank of the Russian Federation and on accounts.

Compensation for a closed deposit is provided only upon presentation of a power of attorney signed in the presence of a notary. If the account has been closed, an application is filled out on a special form, which can be found on the website of Sberbank of Russia or asked at a branch of a credit institution. After completion of all procedures, the original documents are returned to the owner, heir or trustee.

Payments to citizens of the former republics that are part of the former USSR are not provided.

If, when providing a complete set of documents, Sberbank of Russia should be refused, it can be appealed in court by filing a statement of claim. The order of the state body that has entered into force is presented directly to the bank for making payments or to the bailiff service for enforcement. The operation for the issuance of funds is confirmed as in the usual receipt of money by an employee of the Savings Bank of Russia on an expense cash order with a note on the provision of compensation for a frozen deposit. If a depositor or his heir has a current, pension, salary or other account with Sberbank of Russia, then funds can be credited to it upon a written application.

Consideration of the application lasts no more than 30 days. Copies are made of all submitted documents, certified by bank employees, the originals are returned personally to the depositor or representative by proxy. After approval, the funds are credited to an account with a credit institution, and the recipient is notified of this. Subsequent actions on the disposal of money are not controlled: they can be spent on utility bills, communications, cash withdrawals, transfers to a card or other account, etc.

Sberbank Online customers have access to an electronic form for filling out an application in their personal account. However, when contacting the bank to receive payment, the documents will need to be signed by hand or by a power of attorney certified by a notary.

Payments on old Sberbank deposits are calculated according to the following rules:

  1. Depositors born before 1945 are compensated 3 times. The term of its placement is taken into account using the coefficients:
  • currently open – indicator 1 applies;
  • closed in the period from 1996 to 2017 - 1;
  • to terminated contracts in 1995 - 0.9, during 1994 - 0.8, in the period 1993 - 0.7 and 1992 - 0.6.
  1. Those who previously received a refund cannot apply for their receipt again on the basis of clause 6 of Government Decree No. 1092 of 12/25/2009.
  2. The formula is used to calculate: (O ν × K k × 3) — R k, When O ν means the balance of the contribution on June 20, 1991, Kk is the applied coefficient, and Rk– funds received by the depositor or his heir on account of the deposit, 3 - three times the size.

You can get the exact cost of compensation using the Sberbank electronic calculator on the page.

Calculations in practice

Example #1

The deposit was placed by a person born in 1951. The contract with the bank has not been terminated at the moment. Account balance 4,800 rubles. In 2012, compensation was provided in a 3-fold amount. In 2015, a citizen applied to a branch of Sberbank to receive a payment. On the basis of clause 6 of Decree of the Government of the Russian Federation No. 1092, he was denied the issuance of funds in connection with a repeated appeal.

Example #2

First, the amount of compensation received for depositors is calculated. To do this, you can use the electronic calculator on the website of Sberbank of Russia.

So, with an account balance on the date of 06/20/1991 of the amount of 3800 rubles. with a closing date of 1992 with the year of birth of the investor in 1964, a payment of 200 rubles was made earlier. The deposit is entitled to 2-fold compensation, since the depositor was born in 1964, that is, in the period from 1945 to 1991. The amount of 3,800 rubles was left on the passbook. The due factor is 0.6 since the contract was terminated in 1992. The final payment will be 4,380 rubles. based on the following calculation:

((3800 rubles * 0.6) * 2) - 200 rubles. = 4 380 rubles.

Accordingly, 200 rubles. - previously provided payment on the deposit.

Example #3

The deposit was placed on the account by a citizen born in 1931. The balance of funds amounted to 8,200 rubles. In 2015, the heirs applied for money. It is impossible to receive money under this agreement, since the account was closed before 12/31/1991.

Compensatory payments of Sberbank on Soviet deposits are reflected in the expenditure cash order. The recipient's signature must be affixed to the payment document. The expenditure of funds is also reflected in the savings book. Before signing, it is necessary to check all the information, if the recipient has a question about the amount, then it is better to reschedule the procedure and request a recalculation.

A draft law from the Ministry of Finance has been submitted to the Russian government on increasing the balance of payments by 4 times. The document also indicates plans to close payments on deposits in the Sberbank of the former USSR until 2012. The act was approved by the Ministry of Justice and the Ministry of Internal Affairs, but the Ministry of Economic Development has not yet approved it, so it is subject to subsequent revision and approval.

Conclusion

As you can see, the procedure for receiving money on account of deposits in the Sberbank of the former USSR is quite simple. The main points are spelled out in a single regulatory act, the conditions for issuing and calculating are transparent. The amounts of payments are low, a two- and three-fold coefficient does not compensate for the expenses of that time, but the state returns the funds in a simplified manner, especially since such an item of expenditure is included in the budget for each year. That is, the probability of failure due to lack of funds is zero. It is important that not only depositors, but also their heirs can receive money when they provide documents confirming the availability of a balance on a frozen deposit and the right to make a payment.

Most recipients of money express dissatisfaction with the current legislation and small amounts of payments. This area is expected to be reformed. On the one hand, the Ministry of Finance announces plans to establish a quadruple compensation, on the other hand, it announces the termination of payments until 2021. It is quite difficult to predict what the next changes will be. It probably depends on the distribution of state budget funds and the economic situation in the country.

Compensation on deposits until 1991: what is the amount of compensation in 2018, the conditions for compensation to depositors and their heirs

During the crisis in the 90s, due to the depreciation of money, citizens of the former USSR partially lost their savings. The government made sure that the lost funds were returned to the people. For many former depositors, the question of the conditions under which the deposits of Sberbank of the USSR are returned and within what time frame remains relevant.

In 2018, such depositors will be able to receive part of the savings from the “frozen” accounts of their savings books. The amount of compensation will be separate for each individual. Who can apply for compensation for old deposits of Sberbank until 1991 how to issue a refund from the USSR deposit, how to receive a payment in 2018?

What is compensation for Sberbank deposits until 1991

Until 1991, the country did not have as many banking institutions as it does today. Citizens kept their savings in savings banks. The issue of money, a sharp economic downturn caused price growth, hyperinflation, and a drop in the purchasing power of Russians. One of the anti-crisis measures was the “freezing” of savings of the population on savings accounts: money could not be withdrawn for use for current needs.

The state provided for partial compensation of funds lost due to inflation compensation of savings on deposits before 1991 d. These activities continue the phased payment program launched in 1996. d. The first recipients of compensation payments were socially vulnerable groups - the elderly, persons with disabilities, as well as holders of the Certificates of the former USSR.

Savings are compensated based on the possibilities of the budget, the state treasury. The program will not be able to fully recover the loss from the depreciation of savings. The Ministry of Finance, starting from 2018, plans to allocate 5.5 billion rubles to finance the program every year. from the federal budget. So it is possible to partially compensate citizens for "burnt" deposits. Compensatory payments on USSR passbooks scheduled to be issued by 2020. This deadline was set before the Ministry of Finance by the President of the country, instructing to close these debts of the state to the citizens.

Legal Framework

Compensation is paid by the Public Joint Stock Company Sberbank. To implement the program, a number of special regulatory legal acts were adopted that determine the circle of persons, procedures, and the amount of compensation:

  • Law of May 10, 1995 No. 73-FZ “On the restoration and protection of savings of citizens of the Russian Federation”. The document defines pre-reform deposits as guaranteed with the assumption of obligations by the state on their future payment.
  • Law of December 19, 2009 No. 238-FZ "On the federal budget for 2007". This law provides for provisions for the reimbursement of beneficiaries for funeral expenses for the deceased owner of the deposit.
  • Law No. 362-FZ of December 5, 2017 “On the federal budget for 2018 and for the planning period of 2019 and 2020”. The legal act determines the amount and procedure for carrying out compensation procedures.
  • Law of December 19, 2016 No. 415-FZ. "On the federal budget for 2018 and for the planning period of 2018 and 2019". The document establishes rules for the reimbursement of deposits and the redemption of treasury state. obligations and certificates of the Savings Bank of the former USSR.

Who can claim compensation for Sberbank deposits

The government clearly stipulates the conditions under which you can count on the state compensation program.

Reimbursement funds:

  • placed before 06/20/1991 on savings books of Sberbank (savings are recognized as the debt of the state to the Russians);
  • under insurance contracts with Gosstrakh concluded before 01/01/1992;
  • treasury bills of the former USSR;
  • certificates of the Savings Bank of the former USSR.

Compensation of Sberbank deposits in 2018 provided for citizens-depositors born before 1991. The money of the deceased savers is paid to relatives by inheritance(with a date of birth before 1991) and other persons who paid for funeral services. The condition for receiving money for both owners and their heirs is the presence of Russian citizenship, even when living outside the country.

The following persons will not be eligible for compensation:

  • born in 1991 and later;
  • opened an account after 06/20/1991;
  • those who closed the deposit on June 20-December 31, 1991;
  • previously received full compensation payments;
  • heirs - Russian citizens on the contribution of a person who did not have citizenship of the Russian Federation at the time of death;
  • on the savings of the deceased owner who does not have heirs with Russian citizenship.

Compensation on Sberbank deposits to heirs

The state provided for compensation to the heirs of persons of such frozen savings. Sberbank payments upon the death of a depositor are reimbursed to close relatives of the deceased, but subject to certain provisions:

  • a deposit with opening conditions up to the date June 20, 1991 and validity through December 31, 1991 inclusive;
  • the owner and his heir are citizens of the Russian Federation;
  • date of birth of the recipient of compensation - before 1991.

Sberbank payments on old deposits

In order to make compensation payments, it is necessary to re-evaluate the frozen deposits, the purpose of which is to equate Soviet banknotes to the current Russian ruble. The loss resulting from hyperinflation will be offset by the indexation of deposit amounts by multiplying them by the growth factor.

The increase depends on:

  • recipient's age;
  • the period of time the money is in the savings account;
  • the amount of previous refunds (for re-receipt).

For citizens:

  • with a date of birth before 1945, savings are indexed three times,
  • and with the date of birth 1945-1991. - doubled.

The program is characterized by a social focus and increased sizes are expected for less protected groups. Older people, with equal balances of other persons, younger, receive more by 50 percent.

For burial

The frozen money of depositors who died after 2001 is issued for funeral services to persons - legal heirs and persons who paid for burial expenses. It is important that compensation is provided for such purposes even for accounts closed between 20.06.1991 and 31.12.1991. If during life a person was fully compensated for by savings, the cost of burial is no longer reimbursed.

The compensation amount depends on the balance of the deposit of the deceased owner. If the deposit is 400 r. and more, paid 6000 r. A 15-fold increase is provided for a balance of less than 400 rubles. If there are passbooks in several different branches of Sberbank, the amount of only one account, where the balance is larger, is reimbursed. After completion of the compensation procedure bank specialist makes an appropriate mark on the document(certificate) of death.

Targeted contribution for children

Compensation is also provided for deposits opened for a child by his parents until he reaches the age of majority.

You should not count on the increased interest provided for by the agreement for a long period of storage, as well as on interest on other savings. The amount of compensation is determined by the age of the recipient. With a date of birth 1945-1991. a double amount is planned, for senior persons - a three-fold indexation of the balance.

The following have the right to receive:

  • parents who opened a target account;
  • heirs;
  • citizens who spent money on the burial of the owner of the money.

Calculation of the coefficient of duration of deposit storage

The compensation amount is calculated based on the duration of keeping money in the savings account. When determining the value, it is applied reduction factor, equal to one for active (non-closed) accounts. The compensation factor is set as follows:

The amount of compensation payments for Sberbank deposits in 2018

How much is paid under this program, you can determine yourself in advance.

You need to know the date of birth of the recipient (in other words, the multiplicity of increase), the period of storage of funds (indexation coefficient 0.6-1), the amount of the previously paid compensation amount.

The following formula is used for the calculation: C = 3xOxK - P, where:

  • C is the value to be determined;
  • O - the balance noted in the passbook;
  • K - coefficient corresponding to the closing period;
  • 3 - magnification factor equal to 3 or 2;
  • P - the pre-compensation amount received (previously paid hereditary amounts of 6000 rubles for burial are not deducted).

How to receive compensation on deposits of Sberbank of the USSR

  • Legislation provides for the initiative of the owners (heirs) of the frozen funds themselves.
  • Savings are placed in Sberbank, you must apply there yourself in a declarative manner.
  • The bank does not carry out search activities but only pays money.

To receive a refund, you must:

  1. After checking the closing date of the deposit account, make sure that there are grounds for participating in the program.
  2. Contact the bank branch where the passbook was opened, or a closer branch to transfer the savings. Transfer fees may apply.
  3. If the savings book is lost or there is no information about the existence of an account, send a request to Sberbank.
  4. Gather the required documents.
  5. To write an application.
  6. After verification, receive cash on a disbursement order at the cash desk or (optionally) draw up a deposit agreement using the possibility of refinancing funds in the same bank.
  7. Those who had insurance - contact Rosgosstrakh.
  8. In case of controversial and unclear points, contact the federal line (free of charge).

How is it done:

  • The application is issued at a bank branch or can be downloaded from the Sberbank portal.
  • If the passbook is lost, the bank should be notified by additionally writing an explanatory note indicating the reason for the loss.
  • The application form reflects information about the account owner and the heir (if necessary): full name, citizenship, date of birth, amount of savings, date of closing the deposit.

List of documents

The list of documents required for this procedure will be prompted at each office of Sberbank and at its help desk by phone . Only original documents are submitted to the bank for their mandatory verification and making copies by employees. The status of the owner determines the list of documentation that is different for the owner of the money and his heir.

Documents for the owner(an official representative, if he himself is not able to apply) are:

  • statement;
  • passport;
  • savings book (explanatory in case of its loss);
  • a notarized power of attorney, if the interests of the owner are represented by another person, and his passport.

Before applying to Sberbank, the heir must verify that at the time of death and closing of the account, the deceased owner was a citizen of the Russian Federation.

Important: reimbursement is due only to a Russian, foreign citizens cannot inherit the contributions of the USSR.

The following documents will be required from the heir:

  • statement;
  • passport;
  • confirmation of the citizenship of the Russian Federation of the deceased depositor;
  • savings book;
  • document on the right of inheritance (testament, notarial certificate);
  • death certificate.

Economist. Experience in leadership positions in the manufacturing industry. Date: March 26, 2019. Reading time 7 min.

In 2019, the payment of compensations on Soviet deposits opened before 06/20/1991 will continue. Russians before 1945 and their heirs will receive a triple payment. For those who were born in 1946-1991, the contribution will be doubled. In the final settlement, previous payments will be taken into account, and a coefficient of 0.6–1 will be applied, depending on the date the account was closed.

In accordance with Federal Law No. 75 dated May 10, 1995 “On the restoration and protection of the savings of citizens of the Russian Federation”, compensation payments will continue in 2019. For these purposes, 5,500,000 thousand rubles have been allocated to the federal budget. Law No. 363 of December 5, 2017 provides for the compensation of Soviet deposits in 2019 in the following areas:

  • payment of debt on deposits in the Savings Bank;
  • compensation for contributions (deposits) in state insurance organizations of Russia;
  • redemption of certificates of Sberbank of the USSR and state treasury obligations.

Compensation for Soviet bank deposits and insurance premiums

The following are eligible to receive compensation in 2019:

  • Russian citizens born before 1991 who had Soviet deposits registered on the territory of the Russian Federation;
  • contributors' heirs;
  • policyholders, insured persons and their heirs who are citizens of Russia.

For depositors of the former Soviet Union who opened savings books, entered into insurance contracts in other Soviet republics, payments by Russian banks and insurance organizations are not made.

Payments are made by:

  1. Deposits opened before 06/20/1991.
  2. Insurance contracts concluded before 01/01/1992, including insurance contracts:
  • mixed;
  • children's;
  • wedding;
  • pension.

Compensation Calculation

The amount of payments both on deposits and under insurance contracts depends on the date of birth of the recipient, as well as the validity period (closing) of the contract.

Depending on the date of birth, compensation is calculated:

  • for citizens born in 1945 inclusive - three times the amount;
  • for those born in the period from 1946 to 1991 - twice the amount.

The balance of the amount on deposits as of 06/20/1991, on insurance - as of 01/01/1992 is taken into account.

After a two-threefold increase in the amount, a coefficient is applied for the calculation, the amount of which depends on the date the contract was closed.

Table 2. Coefficient used to calculate compensation

Contract time Closing date of the deposit/payment of insurance Coefficient
1992–2019 1996–2019 1
1992–1994 1995 0,9
1992–1993 1994 0,8
1992 1993 0,7
1992 0,6

Source: website of Sberbank, Rosgosstrakh

No payments are made on closed bank deposits in the period 20.06–31.12.1991.

Calculation example. Vasilyeva Olga Ignatievna, born in 1945, in the middle of 1991 had 50,000 Soviet rubles on her savings book. She closed the account in 1994. Let's calculate how much she can receive as compensation in 2019.

Since Vasilyeva was born in 1945, her savings will triple:

50,000 × 3 = 150,000 ros. rub.

Given that the passbook was closed in 1994, a coefficient of 0.8 will be applied:

150,000 × 0.8 = 120,000 rubles.

The modern economic space of the Russian Federation contains many threats to both banking structures and depositors. The activities of financiers are closely monitored by the Central Bank. Citizens who have entrusted their savings to the institution are suffering.

Therefore, the legislation of the Russian Federation contains the principle of deposit insurance. In addition, in view of the past political and economic upheavals, people are provided with compensation on Sberbank deposits until 1991.

Where are the frozen savings

Until 1991, there were not as many banks in Russia as there are now. Citizens carried their savings to savings banks. After the crisis they were frozen. That is, citizens could not remove them and use them to meet their urgent needs. However, the authorities made sure that the depositors were returned what was lost.

Attention: payments are made by Sberbank within the framework of government decree No. 1092 dated 12/25/09.

This normative act regulates the procedure for making compensatory deductions in favor of deceived depositors. Namely:

  1. determines the list of persons to whom payments are due;
  2. Specifies the coefficients for increasing amounts on frozen accounts;
  3. limits deductions in favor of one recipient.

Accumulations not withdrawn from bank accounts before June 20, 1991 are subject to return.

Savings made after the above date are non-refundable. In addition, the requirements of depositors who have already received payments from Sberbank as part of previous events are not taken into account.

Russian President V. Putin instructed to make the final settlement of old deposits until 2020.

Citizens who fall under the following conditions can apply for compensation payments:

Hint: if the contributor died in 2001-2019, then the heir can receive 6 thousand rubles. ritual. The condition for such a payment is the balance on the account of the deceased on the specified date of more than 400 rubles. If the account had less than four hundred rubles, then a fifteenfold increase in the balance is applied.

Coefficients for determining the amount

The procedure for reimbursement of previously incurred losses implies a relationship with the closing date of the deposit. It is reflected in the table:

The legislation assumes the initiative of the owners of the frozen money or their heirs. The reversal algorithm is as follows:

  1. Check whether compensation is due in a particular case (or consult).
  2. Collect documents, including a passbook.
  3. According to the savings book, determine the Sberbank branch into which the funds were deposited.
  4. Write an application and attach the necessary papers to it.
  5. Wait for the verification to complete and receive funds.
Tip: Controversial and unclear questions can be asked by calling the free federal line.

What papers are required

The list of documents depends on the identity of the applicant. So, if the owner of the funds applies to the branch of Sberbank, then he will need:

  1. passport of a citizen of the Russian Federation;
  2. passbook (original).

The heirs are required to attach additionally the following papers (other than those mentioned above):

  3. he also has the citizenship of the Russian Federation.
Attention: foreign nationals cannot inherit Soviet deposits.

The formula for calculating compensation

How many people will receive in their arms, you can determine in advance. For this, the following formula is used:

B = O x K x 3 - P, Where:

  • B - the required amount;
  • O - the balance indicated in the passbook (last entry);
  • K - coefficient from the table;
  • 3 - triple increase (changes to 2 if only double the amount is due);
  • P is the advance payment already received.
Hint: on the official website of Sberbank there is an online calculator that allows you to automatically calculate.

About money investment insurance

At the level of legislation, measures have been developed to protect depositors from force majeure circumstances. The main event is called bank deposit insurance (SBV) and it is regulated by the Federal Law of December 23, 2003 No. 177-FZ “On Deposit Insurance in Banks of the Russian Federation”. This is a procedure aimed at increasing confidence in financial institutions and the state. The fundamental principles of its functioning are as follows:

  1. Compulsory participation for all banking institutions working with citizens and individual entrepreneurs (IP).
  2. Implementation of effective modern methods to reduce risks for bank customers.
  3. Availability of information about the work of the financial institution. Publication of reports and important information.
  4. Implementation of measures aimed at the formation and preservation of archival data (may be needed to determine the amount of debts to customers).
Important: all money of the population and individual entrepreneurs, as well as legal entities classified as small and medium-sized businesses, received on accounts and cards, is insured.

Such activities are carried out by a specially created deposit insurance agency (DIA).

Features of the procedure

As a rule, the technical aspects of insurance do not concern citizens. In order to protect their savings, the DIA and financial institutions interact with each other. In general, the system consists of several participants (parties):

  1. Bank of Russia;
  2. other financial organizations that borrow from the public, including individual entrepreneurs;
  3. all contributors.
Hint: insurance premiums are accumulated in DIA accounts. The money is used to compensate the population for investments in banks that have fallen into force majeure circumstances.

Conditions for receiving compensation

The insurance mechanism is activated subject to certain requirements. These include the following:

  1. removal of a banking institution from the performance of professional duties by:
    • license revocation;
    • imposition of a moratorium;
  2. initiative application of the current investor or his heir on the basis of the application;
  3. availability of confirmation of the fact of the existence of savings.

Thus, the Agency begins its work after the banking institution, according to the law, no longer has the right to carry it out. Compensation is not automatically issued to citizens. They are required to state the requirements and prove their validity.

Attention: payments to heirs are made according to the laws of inheritance (in full or in parts).

How much money will be returned

The law provides for the limitation of insurance payments. Previously, it was not allowed to issue more than 700 thousand rubles. on one account. In 2016, the regulations were amended:

  • the maximum for one account is 1,400,000.0 rubles;
  • a person may claim compensation for all available contributions in an amount not exceeding:
    • actually existing savings;
    • the maximum amount.

Hint: a depositor who had more than 1.4 million rubles in an account in a bankrupt bank will be able to receive the balance after completing the procedure in the general manner:

  • upon application, he will be included in the list of creditors (third priority);
  • if the funds remain after the satisfaction of the borrowers of the first and second stages, they will be returned to him.

Foreign currency deposits are subject to compensation in rubles at the rate of the Central Bank on the date of suspension of the activities of the financial institution. You can receive money in two ways:

  • in cash (with the exception of individual entrepreneurs and small businesses);
  • by transfer to an account in another credit institution (you should specify the details in the application).

In this case, the payment is made in the currency of the Russian Federation, and for deposits in foreign currency in rubles of the Russian Federation at the exchange rate of the Bank of Russia on the date of the insured event.

How to apply for compensation

The investor must act promptly and clearly. All legal requirements must be observed in order not to be refused and not to delay the case with the return of savings.

The algorithm of actions is as follows:

  1. Obtaining information about the suspension of the bank's activities.
  2. Collection of necessary documents:
    • depositors will need an agreement on opening an appropriate account (all);
    • to heirs - a document confirming the succession;
    • representatives - a notarized power of attorney.
  3. Visit to the territorial representation of the DIA in order to put forward requirements:
    • copies and originals of documents must be submitted;
    • write a statement in the prescribed form.
  4. Applications are considered within the following timeframes:
    • in three days;
    • but not earlier than two weeks after the decision to revoke the license or the moratorium comes into force.
  5. Based on the results of consideration, the client receives official information about the balance of funds in the account.
Hint: if a person does not agree with the data indicated in the certificate, then the justification for a different amount should be brought to the Agency. This takes ten working days.

Terms of circulation

Compensation payment should be applied for from the date of force majeure until the end of the bankruptcy procedure.
As a rule, there is enough time for people to get their bearings. In addition, the authorized body is obliged to publish information on the start of bankruptcy proceedings:

  • in the official publication "Bank Bulletin";
  • in writing individually to each creditor (depositor).

It is allowed to submit an application later than the time allotted by law only if there are certain circumstances that did not allow it to be done on time:

  • force majeure;
  • military service by conscription;
  • treatment of a serious illness in a hospital.
Tip: the decision to accept a claim submitted later than the deadline is made by the Agency. If necessary, it can be challenged in court.
