Project "Direct payments"

From July 1, 2017, the implementation of the pilot project of the Social Insurance Fund of the Russian Federation "Direct payments" will begin in the Altai Territory, which affects all working citizens. From now on, not employers, but the regional branch of the Social Insurance Fund of the Russian Federation will assign and pay benefits directly to working citizens of their choice to a personal bank account or by postal order.

The payment scheme for the following types of benefits will be completely changed:

  • temporary disability;
  • on pregnancy and childbirth;
  • when registering with early dates pregnancy;
  • at the birth of a child;
  • for child care;
  • for additional leave to the injured at work.

The employee draws up an application to the branch of the Altai regional branch of the Social Insurance Fund of the Russian Federation for prescribed form, attaches to it the documents necessary for the assignment of benefits and transfers them to his employer. The application shall indicate the details to which benefits are transferred (bank account or postal address).
In case of termination of activities by the employer, including when it is impossible to establish its actual location, the employee can independently submit an application and documents necessary for the appointment and payment of benefits to the regional branch of the Fund.

In accordance with the provisions of Article 4.5 federal law dated December 29, 2006 No. 255-FZ “On compulsory social insurance in case of temporary disability and in connection with motherhood” (hereinafter - Law No. 255-FZ) persons who voluntarily entered into legal relations on compulsory social insurance in case of temporary disability and in connection with motherhood, pay insurance premiums to the Fund, based on the cost insurance year, defined as the product of the minimum wage (hereinafter - the minimum wage), established by federal law at the beginning fiscal year for which insurance premiums are paid, and the rate of insurance premiums established by subparagraph 2 of paragraph 2 of Article 425 tax code Russian Federation in terms of insurance premiums to the Fund, increased by 12 times.

Based on Article 1 of Federal Law No. 82-FZ of June 19, 2000 “On the Minimum Wage”, the minimum wage, as of January 1, 2018, was set at 9,489 rubles.

Acceptance of applications from insurers for financing labor protection measures continues

As of May 12, 2015, in general, the Altai regional branch received 244 applications from policyholders. Most of the applications and packages of documents have already been checked and received positive funding decisions. In 2014, as of the same date, 225 insured applications were accepted. The funding limit for enterprises and organizations of the region of all forms of ownership this year is 91.066 million rubles.

Branch No. 4, which serves the cities of Slavgorod, Yarovoe, Kamen-na-Ob and 14 administrative districts, received this year the maximum increase in comparison with other branches in the plan to attract enterprises to this state program. The funding limit for the branch this year is 6.642 million rubles.

“We assess the growth of appropriations positively,” says Viktor Kravtsov, director of Branch No. 4. “Of course, specialists and representatives in the districts will have more jobs, but the good thing is that enterprises and organizations in our zone will receive more funds for labor protection, as a result, people will have better working conditions, and one can hope for a reduction in injuries and occupational diseases.”

As of May 12, Branch No. 4 accepted 44 applications from policyholders for a total of 3.654 million rubles. Last year, as of this date, 25 applications were accepted in the amount of 1.634 million rubles.

One of the positive examples of employers in the Slavgorod zone, who apply to the Fund for financing of labor protection measures, is the agricultural enterprise Slavgorodskoye LLC. Its main activity is raising stingrays and growing crops. The total number of employees of the enterprise is 246 people. 67 employees work at workplaces with harmful and/or hazardous production factors. Despite this, no accidents have been recorded at the enterprise over the past three years.

For the past two years, the agricultural enterprise has been attracting funding from the Social Insurance Fund to ensure preventive measures to reduce occupational injuries and occupational diseases of workers. Sum financial support preventive measures in 2014 amounted to 100,831 thousand rubles, this year the enterprise has the opportunity to make expenses on the organization of labor protection measures in the amount of 146,903 thousand rubles.
