The program is a young family until what age. The age until which a family is considered young

The city of Moscow in terms of social support for families with children is one of the most successful regions of Russia. This is confirmed by the regular innovations that are introduced at the city level regarding the list and size social benefits for children (there are so many benefits, and even in such amounts, they are not paid anymore in any other region of the country). And child benefits from 2018 in Moscow also undergone - many types of assistance for children in the capital increased immediately by 2-6 times. This is an unprecedented increase in child benefits for modern Russia, thanks to which they will exceed the size of many provided for the population of all regions of the country.

However, this increase will mainly affect the poor, families with many children, as well as parents with disabled children (unlike the same state benefits, which are paid to all categories of families, regardless of their income level and the number of children - with the exception of mat capital).

Changes from January 1, 2018 in payments for a child in Moscow

Since 2018, significant changes have come into force in the field of payments for children in the capital. At the suggestion of Moscow Mayor Sergei Sobyanin, changes have been made to city legislation, in accordance with which there are many regional benefits for families with children. What child benefits in Moscow have increased since 2018 and by how much? Here is a list of the main changes since January 1, 2018:

Monthly payments at the birth of a child in 2018 in Moscow

Another significant innovation in 2018 was introduced by decree of Vladimir Putin new monthly payments up to 1.5 years in the amount of the living wage:

  • at the birth of 1 child - from the state budget through the bodies of the Social Protection of the Population;
  • for the 2nd child - at the expense maternity capital through Pension Fund(FIU).

The amount of the new monthly allowance up to 1.5 years for such families in Moscow at the birth of the first or second child starting from 01/01/2018 will be 14252 rubles.(children's PM for the 2nd quarter of 2017, year).

They are meant families in need, in which the income for each member does not exceed one and a half subsistence minimum (PM) for the able-bodied, established for the 2nd quarter of the previous year (such a PM in Moscow for the 2nd quarter of 2017 is 18,742 rubles, in one and a half size - 28,113 rubles) .

What is the monetary threshold for earning a family so that it can receive a new monthly allowance for a child in Moscow? In 2018, it should not exceed the values given in the table below.

For all cases indicated in the table above, the amount of the monthly allowance until the child reaches 1.5 years of age will be 14252 rubles- this is the subsistence minimum per child, established in Moscow for the 2nd quarter of 2017. The child must be born starting from 01/01/2018

    Many Russians, especially young people, sometimes hear on TV, from colleagues, neighbors and relatives about the program for a young family, the phrase "young family".

    But their meaning remains a mystery to most. Readers will find it helpful to understand:

    • what is a young family;
    • until how many years is it considered as such;
    • what privileges do newlyweds and large families have;
    • what state programs for married couples exist.

    And the articles will find out who can qualify for compensation, subsidies, and receiving preferential housing.

    years of marriage

    First of all, it should be noted that we are talking about a married couple who registered their union in the registry office. A man and a woman living together even for ten or more years, having common children, are not considered a young family. In addition, even if the same person who lives with the woman and her child is entered on the birth certificate of the child / children, such a union cannot be called an official marriage. So, a young family is a man and a woman who have registered a marriage. They may be childless, with one or many children.

    And now let's take a closer look at the question of how many years a young family can have such a status. AT official sources you can meet the answer: up to 35 years inclusive. But you can hear even more questions from those couples where the spouse is already 35 years old. Some young people think that if one is already that many years old, and the other is not yet, then they are not a young family. Actually it is not. Let's give an example: the wife is 25 years old, and the husband is 37, there is one child. They are a young family. It would be another matter if the wife were 36 and the husband 37 years old. In this case, they are no longer a young family.

    About the state program

    Until 2020, the country's authorities are extending the Young Family program. Up to how many years you can participate in it, we said above. That is, 35 years is not only the biological age of the spouses, but also the age up to which they can hope to receive housing from the state.

    What is the program? From the administration of the city or district where they live, young people are given the opportunity to get their own plot of land or purchase an apartment on a preferential mortgage.

    What are the conditions for participation

    The conditions are quite serious. Therefore, in order not to waste time in vain, it is better to study them in advance:

    • one of the spouses must not be more than 35 years old;
    • both must live permanently (have a residence permit) in the region or region for at least 5 years where they plan to receive land / apartment;
    • living conditions must be unsuitable;
    • per person in this moment accounts for no more than 15 square meters(accordingly, if two are registered - no more than 30 square meters, if three - no more than 45).

    These are the most basic conditions of the "Young Family" program. Until how many years, what are the most important conditions should be - we have considered this. Now you should familiarize yourself with the difficulties that a married couple may encounter when submitting documents to government bodies, to the city administration or the MFC.

    Pitfalls in a new apartment

    It would seem that the idea from the authorities is a good one, but you need to meet a lot of conditions in order to really get housing. Let's take a look at a few more conditions.

    First of all, let's talk about non-working spouses who want to get new apartment. The fact is that square meters in this type of house will not be given for free. There is a certain percentage, which is the initial contribution from the state when buying a home. But it will depend on the composition of the family:

    • childless;
    • with two children;
    • large families;
    • with disabled children;
    • with a blood relative with a disability;
    • with orphans;
    • single mother/single father with a child or children.

    Further, after the down payment, young people must pay the rest of the mortgage out of their own pocket. Therefore, if you want to get an apartment from the state, the spouses must both work. The only advantage is that the percentage mortgage lending much lower than for individuals not participating in government programs.

    It is worth considering whether there will be any life barriers in acquiring income, especially during the crisis period in which a young family has to survive. Until how many years do you need to pay a mortgage, what to live on if you don’t have enough money?

    Pitfalls of the land

    Most often, large families are offered land absolutely free. It would seem wonderful! But there is a certain condition: within a certain time (1 year), you need to at least dig a foundation pit. If there is no work on the construction of a house on the site, then it will be taken away.

    Of course, in this case, the family must have money. This is how the Young Family Program works. Until what age should a house be built? It is advisable to immediately begin construction after a long preparation of the foundation. Material, labor - at your own expense.

    unsuitable conditions

    Very often we hear from young people that everything is not as rosy as we would like:

    • apartment with poor conditions;
    • a piece of land in a swamp or in an area with absolutely no infrastructure;
    • there is no electricity or sewerage.

    Of course, everyone wants to hope for a positive resolution of the situation and obtaining safe housing.

    We recommend that you carefully read all the conditions offered by housing, calculate your strengths and capabilities. We wish you good luck in acquiring safe housing from the state! Now readers know how many years a young family is considered to be such, what pitfalls exist.

    Many couples are wondering how old a young family is considered young. And this question is connected with the right of such a couple to use additional state support. Also, this concept is widely used by banks when creating certain preferential programs for lending to young spouses.

    So up to what age can families qualify for additional privileges? Conventionally, this age is limited to 35 years. But different structures and programs may view the concept of a “young family” in different ways.

    For example, when participating in state program to subsidize part of the cost of housing, both spouses must be under 35 years of age. But for Sberbank of Russia when registering preferential program lending requirement applies to at least 1 spouse. That is, the second spouse can be much older than 35 years.

    Also, when registering, its participants are forced to wait for their own for years. In cases where one of the spouses is 36 years old, the couple is removed from participation in this program.

    With concessional lending, one of the participants must be under 35 years old, but if loan agreement decorated and cash issued, it does not matter how many years later this couple will not be considered young. The benefit program will not terminate during the entire period of the contract.

    Thus, a young couple includes spouses under 35 years old. And they can use this advantage to:

    • participation in state and regional programs;
    • obtaining a mortgage on favorable terms;
    Sometimes the term "young family" can be used to get discounts in certain stores or salons. Here, the regulations are set only by the organizations themselves. A couple can be considered young both by the age of the spouses and by the number of years they have been married.

    The Young Family Program is regulated individually by each subject based on the general federal provision for assistance to such married couples. The main requirements that program participants must meet:

    1. The need to improve housing space.
    2. Age limit.
    3. Citizenship in Russia for more than 10 years.

    Each region sets additional mandatory requirements for participants:

    1. When determining the need for new housing, the norm of square meters for each family member is calculated from individual norms region.
    2. Mandatory employment of one or both spouses.
    3. Registration of all family members at one address.
    4. The initial payment is not less than 10%.
    5. The financial condition of the family, which guarantees that it will be able to find the remaining necessary funds to buy a home.

    Program action

    This program works as follows:

    • applicants submit documents and an application for recognition of their need for housing;
    • collect other necessary documents;
    • write an application to the local municipality for participation in the program;
    • receive a decision to put them in a queue or a refusal;
    • receive, which gives them the right to take advantage of the subsidy;
    • choose a way to improve living conditions;
    • conclude a contract of sale, equity participation or a construction contract with an initial payment of more than 10%;
    • submit an application for the transfer of funds on the basis of an agreement;
    • pay the remainder of the contract.

    There are three ways to improve your living conditions using this program:

    • personal construction;
    • share agreement for participation in construction;
    • buying a home on the secondary market.
    The state subsidy covers 35% of the cost of housing for a childless family and 40% for spouses who have a child. A family with one parent and a child can also participate. When there is a shortage own funds to improve living conditions, a married couple has the opportunity to use a mortgage.

    The documents

    To apply for recognition of a married couple in need of housing, you must submit to the municipal authorities:

    • passports and certificates of all family members;
    • information about the composition of the family;
    • a copy of the personal account;
    • documents confirming the residence of the family in a certain place and the grounds for possession, use of this property;
    • information about living with the family of other persons;
    • documents confirming the financial stability of the spouses;
    • Marriage certificate.

    Based on these documents, the administration decides whether to enroll or refuse to participate in the program.

    Getting a mortgage

    Many banks provide additional programs concessional lending for different categories of citizens. One of these categories is a young family, which can participate in a program specially developed by each bank individually.

    In this case, the bank has the right to present its own requirements for the concept of "young family", different from the state ones. For example, banks may require the following:

    1. The age requirement of one or both of the spouses must be under 35 years of age at the time of applying for a mortgage.
    2. Registered marriage more than a year or other period.
    3. Russian citizenship.
    4. May vary depending on the presence of children interest rate credit and an initial fee.
    5. Official employment of one or necessarily both spouses.
    6. Initial payment from 10%.
    7. Participation of co-borrowers and/or guarantors.
    8. Lack of bad credit history both spouses.
    9. Financial ability to pay mortgage obligations.

    Based on these criteria, the bank independently makes a decision on the applicant's compliance with the established criteria. If a married couple meets these criteria, they are granted a mortgage loan for more favorable conditions. These may include:

    1. Reduced interest rates.
    2. Extended loan term.
    3. Possibility to defer the final payment amount under certain conditions.
    4. Reduced down payment.
    5. Unofficial family income is taken into account.
    These preferential banking programs can be used together with the state or independently of it.

    Documents for the bank

    For clearance mortgage agreement a married couple needs to prepare the following documents with which they need to come to the bank:

    • passports and birth certificates of all family members;
    • documents proving financial income (certificate 2-NDFL, bank account statement and other evidence of additional income);
    • Marriage certificate;
    • passports of co-borrowers and guarantors.

    Based on the documents provided, the bank makes a decision and transfers funds to the specified current account.

    When concluding an agreement shared construction it is necessary to pay attention to the list of developers accredited by the bank with whom it cooperates. When choosing another developer, the bank may refuse to pay.

    One of the most common problems is the issue of housing. It rarely happens that relatives can provide housing, or at least provide part of the money for it, to a young married couple. More often people are left alone with this problem.

    However, the government of the country is actively supporting such families, in particular, with the help of the special social program “Young Family”. Until how many years can you participate in it, what kind of benefits can you get, what is needed for this and where to apply? This will be discussed in this article.

    More about the program "Young Family"

    This program has been operating since 2011 and provides an opportunity for a young family to apply for a housing subsidy. In 2015, this program should be completed, but this does not mean that it is no longer worth waiting for help from the state, on the contrary, the Prime Minister of the Russian Federation claims that the terms of this program will be extended until 2020. The only thing is that the conditions of participation and the name of the program itself may change. However, the changes will not affect the amount and terms of payment of the subsidy. At the moment, there is no official data regarding the start date of the “new” program.

    This social program operates not only in the central regions, but throughout the Russian Federation. The conditions for participation in it are the same in all regions. However, more detailed information is specified in the local administration.

    Do not confuse the Sberbank loan program with social program! Sberbank provides assistance to a young family in obtaining a conventional mortgage loan. Loan program Sberbank, also called "Young Family", differs markedly from other programs:

    • the borrower may have co-borrowers - parents. If this is a complete family plus parents, then all sources of income are taken into account - both official and unofficial (part-time jobs, freelance, and so on), and parents - only at the place of work (pension). If the family is incomplete plus parents, then all sources of income are taken into account, including additional income parents;

    Interest-free mortgage for the purchase of housing in 2019

    • the status of a large family;
    • the ability to independently pay the loan;
    • lack of ownership of an apartment or house, if the purpose of the loan is the acquisition of housing;
    • inadequate living conditions, if the purpose of the loan is to improve living conditions;
    • recognition as in need of support.

    This concept implies the participation of the state in the payment of part of the funds (usually not more than 30%) from the loan of a citizen of a preferential category participating in the assistance program. The meaning of help is the interest that the bank charges to the client is paid by the state. That's what a mortgage without interest is.

    The main advantage of mortgages for young families is the possibility of attracting gratuitous state subsidies. federal program allocates compensation for loan repayment equal to 30% of the cost of housing, if the family has children, for each of them adds another plus 5%.

    Which family is considered large in 2019

    • categories of families that can be classified as preferential categories, are determined based on the general demographic, economic, social situation for a particular region;
    • it is necessary to identify all those who can apply for benefits, to provide them with the minimum set specified in the corresponding list.

    A large family is how many children, how can the status be correctly determined based on existing legislation? Contrary to logic, there is no such definition either in the RF IC or in other federal laws. Only Decree of the President of Russia dated 05.05.92 under No. 431 (“On measures for social support of large families”) is available. Data driven normative act, the regional authorities are obliged to take the following measures:

    A large family in Russia: how many children are in it and what age are they

    If there are four to seven or more children in a family, state awards are presented to parents. For those who have seven or more children, this is the Order of Parental Glory, and those who raised, raised or adopted 4-7 children are entitled to the medal of the Order of Parental Glory. There are male and female versions of the medal, which differ from each other. Delivery accompanies cash reward at 100,000 rubles.

    The divorce of spouses, of course, raises many questions. But here everything is simple. If a family with three children leaves and, for example, one child remains with the father, and two with the mother, the status of the family having many children is lost. And, obviously, if all children remain with one parent, this status does not change.

    A young family: how many years is considered such, what are the conditions and pitfalls

    These are the most basic conditions of the "Young Family" program. Up to how many years, what the most important conditions should be - we have considered this. Now you should familiarize yourself with the difficulties that a married couple may encounter when submitting documents to government agencies, the city administration or the MFC.

    Until 2020, the country's authorities are extending the Young Family program. Up to how many years you can participate in it, we said above. That is, 35 years is not only the biological age of the spouses, but also the age up to which they can hope to receive housing from the state.

    How to get the status of a large family

    In the last decade, another demographic crisis has been observed. Some regions have lowered the "children's threshold", which determines how many children entitle parents to be considered large families. Mordovia, Tyva, Mari El until 2010-2012 considered large families with four or more children. In 2019, a reduced criterion is used - at least three.

    1. The minimum number of children is five (not three, as in most other cases). In addition to relatives, adopted and adopted children are counted. Their statuses should be formalized accordingly.
    2. Children were brought up by their mother until at least the age of eight (that is, they were not transferred for temporary education in closed institutions, for example, a boarding school).
    3. Insurance work experience of 15 years.

    What payments and benefits are due to young families in Russia

    1. Providing targeted subsidies for own housing. For size state aid affected by area and size of the family.
    2. Attracting commercial banks that can provide young people with preferential mortgage loans (offer loans at reduced rates or allow repayment of mortgage debt through public funding etc.).

    The state also never forgets about large families. For example, in accordance with the Decree of the President, dated 1992, each region must determine the feasible assistance for families raising 3 or more children. Some activities are generally accepted, and the need for their implementation is not discussed in any area.

    Until what age do they give a mortgage on an apartment in the TOP-30 banks of the country and from what age should you think about a mortgage

    Based on the previously described, the favorable age of the borrower is from 27 to 35 years. The chances of obtaining a mortgage loan will decrease markedly when the borrower turns thirty-five years old. After the borrower reaches the most favorable age, the conditions for granting a loan worsen: maximum terms repayment.

    A serviceman is obliged to work in the Armed Forces of the Russian Federation throughout the entire loan period. Otherwise, he is obliged to repay the loan ahead of schedule due to his own circumstances. Decor " military mortgage» possibly throughout the territory of the Russian Federation, regardless of the place of service.
