What program is running now

What does the state promise?

Program participants, including young families, the state is ready to provide a cash payment for the construction or purchase of housing. Its exact size is set by the regions, however, the federal government has determined its minimum value, which local authorities must take into account:

  • 30% off average cost residential real estate - for couples who do not have natural or adopted children;
  • 35% of the average cost of housing:
  • for families raising one or more natural/adopted children;
  • for incomplete families with children (where there is only one parent).

The average cost will be calculated according to the formula:

Money received from the state is allowed to spend:

  • for entry;
  • for the payment of a share contribution;
  • on the partial payment the cost of residential real estate acquired under a regular sale and purchase agreement;
  • to pay for the construction of a house - under the contract building contract;
  • to repay the main "body" of the loan and interest on the loan, if it was taken to solve the housing problem.

Do not expect that due to budget funds you can pay off a third of the cost of any residential premises.

The state will strictly monitor its size and subsidize only clearly established norms:

  • 42 m2- for young spouses without children or one parent with a child;
  • 18 m2- for each member of a family consisting of three or more household members (including 1 parent and several children).
So if, for example, a complete family with two children wishes to purchase a spacious apartment of 150 sq.m., then the value social payment will be 35% not of the total cost of the apartment, but of the cost of 72 sq.m. (18 x 4). And the remaining 78 m 2 (150 - 72) the spouses will have to pay only at the expense of their own savings.

Conditions of the program Young family

Young families are eligible to apply for participation in the housing program if they meet certain criteria:

  • the age of spouses or a single parent does not exceed thirty-five years - and not at the time of submission of documents, but on the day the officials make a decision on their participation in this social project;
  • young spouses (single parents) have:
    • or a sufficient amount of their own savings, with which they can pay the seller - in the amount of the cost of housing, not covered by the payment from the state;
    • either a significant regular income that will allow them to take out a loan for this purpose;
  • one of the spouses or the only parent in the family must have Russian citizenship;
  • the family was officially recognized as needing housing.

Recall that in order to recognize such a need, one of the following circumstances will need to be documented (Article 51 of the Housing Code):

  • That the applicants do not have any housing at all - neither owned nor under a lease.
  • That the housing they occupy is too small - the minimum standard established by the state is not observed.
  • That the young family's living quarters are not suitable for permanent residence - for example, they are in a dilapidated or emergency state, or located in an area with a high concentration of substances harmful to the body.

If these conditions are met, the young family has the right to apply for participation in the program and attach a package of documents to it. It is better to do this at the beginning of the year, since the lists of new participants are formed before June 1 (regions can set more early dates). They will only be entitled to payment next year, which does not mean its fast receipt. An approximate list of papers required for inclusion in the list of program participants is as follows:

This list of required documents is established by Government Decree No. 1050 dated 12/17/2010. However, it cannot be called exhaustive, since on the ground in required package often include other documentation as well. Additional documents may include:

  • serviceman's ticket;
  • work books of able-bodied family members;

The application and documents are submitted to the local administration or multifunctional center. The validity of the demand and the authenticity of the papers transferred by citizens are checked by officials within 10 days, after which they decide:

Applicants shall be informed in writing of any of these options. The refusal of the administration to include them in the program must be motivated and explained. Notification is sent to the submitter of documents in within 5 days after a positive or negative decision has been made on him.

Detailed conditions of the program of assistance to young families are developed at the level of regional legislation. Despite the fact that this project was developed at the federal level, the constituent entities of the Russian Federation co-finance the housing payments provided to citizens.

Their task is to comply with the minimum standards set by the central government. For the rest, they proceed from the possibilities of the local budget, as well as their own understanding on what conditions and in what order it is possible to obtain a state budget. If a family or a single person with children applied for participation in the Young Family, then the amount of the subsidy changed to 40%. For those couples or people who raised several kids, additional benefits were also provided.

In 2016, the program rules were changed. Among the main amendments that the plan for providing young families with their own housing has undergone, there are three.

  1. If previously a subsidy could be obtained to repay a mortgage at any stage, now this is not possible. Under the new rules, it is impossible to pay off debts with the allocated money.
  2. The new version of the program does not allow receiving state assistance for the purchase of housing from the secondary market.
  3. The maximum amount of assistance that can be allocated is 30% of the total cost of an apartment or building. The difference will have to be paid on its own or through a loan.
